HSS-1467	LuciadFusion application. The JVM running LuciadFusion must be configured with an empty java library path to isolate the application from native libraries installed elsewhere on the system. This can avoid native library loading errors when loading e.g. GeoPackage files. See the native installation manual for the proper flags to use for Tomcat.
